unblock emacs21 21.4a+1-3

Hi,

I don't know if the RMs would pick this up automatically but emacs21
isn't going to etch because the unblock request was for 21.4a+1-2
(which failed to build on mipsel). 21.4a+1-3 seems to be OK though.
