Collectd is only a Recommends, not a dependency, and it currently FTBFS
for unrelated reasons:

https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1057712

The dependency is dropped in git main, so whenever that is fixed, it
will be dropped too, so I'd suggest to ignore it for the transition
purpose, as it won't stop anything from being migrated/removed.
