I'd like to upgrade PETSc (and SLEPc, and their python packages)
from 3.18 to 3.19. This is expected to fix the python 3.12 build
error in slepc4py, Bug#1057863. dolfin has now been patched to work
with petsc 3.19.
We can't yet upgrade hypre to 2.29 since it is not compatible with
petsc 3.19:

hypre upgrades will have to wait for petsc 3.20 next time.
