Your package is set to _not_ to use dot [1] and checking the build log
OK, didn't check. Just looked at the symptom and was guessing (and trying)
[2], you don't use graphviz at all for building. That build was in
August, with the doxygen 1.9.8 version.
Now when Santiago rebuilt it on December 10th (three days ago) [3],
doxygen 1.15.0 was pulled in. This is a big doxygen version jump
(1.9.8 to 1.15.0) and it now barks on your doxygen configuration being
obsolete:
Yes, If you read the actual bug I explicitely said "doxygen and/or graphviz".
That the doxygen maintainer also broke stuff, yes, I am quite sure.

Yes, even ater a doxygen -u it fails.
Your source package seems to be abandoned.
Only by totally broken, nonsensical standards. Like the "smell" stuff
introduced by our DPL.
That never made and does not make sense.
Only reached version 0.0.2
in 2017 and not updated since. Eight years without any change is a
dead project for me. It is also unmaintained, debhelper level is 9
(the recent one is 13) and used standards version is 3.9.5 (the recent
one is 4.7.2).
Now it becomes totally hilarious.
That 0.0.2 is the "current" upstream. Regardless of what people think just
updating for Standards-Version: or debhelper is NOT worthwile on its own.
Especially for no changes needed.
The package works as intended, as a (build-)dependency of libreoffice to import
Zoner draw files.
That's why it was packaged.
That is it's purpose and it fullfiills this for libreoffice.
In short, please stop blaming graphviz when it is not used and doxygen
clearly shows configuration problems in your source package.
Please stop blaming working source package for totally minor, unrelated issues.
I should probably just disable -doc, since noone will actually need it, just
packaged for completeness....
