Could you explain a little more precisely what the issue you're trying to resolve with the binNMU is? The only obvious problem I can see is that hapm depends on heartbeat, which isn't available on kfreebsd-*; that isn't fixable via a binNMU and would require sourceful changes to hapm (either to depend on an alternative package / solution on kfreebsd-* or to not build on those architectures if there isn't an alternative).
