I agree that there would be no code changes to the udebs (since the
udebs wouldn't have the pre-install scripts nor changelogs) --- but
they would be out of sync as far as the version numbers are concerned.
Does that matter? I dunno; it's might be a policy/process violation,
but not a practical one.
I'll let affected teams decide.
