rails is sitting in NEW.

ruby-activeldap is waiting for ruby-gettext-i18n-rails, which is (surprise,
surprise) sitting in NEW.

I think it would be fairly safe to remove both rails and ruby-activeldap
from testing as well instead of waiting for transition from sid to testing
of those new packages, but it's your call.
