Removing rails from testing doesn't seem like the best idea:

Some testing indicates that the remaining issue blocking migration of
rails 3.2, and therefore removal of 2.3, is #711236 in ruby-rack
(ruby-actionmailer-3.2 requires ruby-actionpack-3.2, which requires
ruby-rack).
