I am not sure about the current status of ruby-chef-utils or whether
Praveen has plans to address this, but after looking at #1123467 the
fix seems fairly straightforward.

The failure appears to come from tests that try to access GitHub. Since
network access is not allowed during build time, skipping or disabling
those tests should be sufficient to resolve the issue.

I am not volunteering to fix this myself — just trying to help by
pointing it out 🙂
That said, if I find some time I will be happy to take a look, but
please don’t wait for me.
