I'm sorry but to me it's not clear what problem would be solved by having r-base being team maintained. I just checked http://metadata.ftp-master.debian.org/changelogs//main/r/r-base/r-base_3.3.1-1_changelog and https://bugs.debian.org/cgi-bin/pkgreport.cgi?pkg=r-base;dist=unstable and couldn't find any problem which would clearly benefit from team maintenance.
