I only included the SGML material in my NMU of docbook 4.  As there's no
tarball of those files, and we have to get them 1 by 1, I'm not sure it is
worthwhile to have both SGML and XML in the same package.  Especially they
seem to evolved not synchronously when it comes to dot-dot releases: XML has
one scheduled, whereas SGML has not.
