Not using an implicit declaration is actually an error in XML! Go figure. That's the way the standard works. This is not an OpenSP or SP bug. I think it's kinda dodgy that psgml mode doesn't do the right thing, however. On the validation step, I think, psgml should probably just not use -wxml (-wall is ok though).
