This bug is the second half of #925950. The bug was fixed for gcc-8, but
not for gcc-9. Filing a new one at non-rc severity now. The fix is:
sed -i -e 's/\(`TARGET\))/\1/' patches/gcc-9/*-now-depend-on-cpp-*
