I just uploaded cross-gcc-dev=242 to apply this patch. I did just try to actually build a cross compiler using these patches (something I haven't done in a long time), and this patch is clearly necessary.
The build still didn't complete, because some other patch in gcc-9-source doesn't apply anymore. This has nothing to do with the cross-building, and I suspect that your problem is fixed now. Please let me know if you still have trouble building, and I can look more deeply, if necessary.
