Você utiliza algum proxy para acessar internet atraves deste host?
Se sim, é necessario você adicionar o IP do proxy ao seu apt.conf
Ex.:
Acquire{
HTTP::proxy "http://x.x.x.x:3128";;
FTP::proxy "http://x.x.x.x:3128";;
}
