I have two GNU/Linux pcs on my internal network w/ cable internet. Both running Debian sid.
I have both with three 'server' lines in /etc/ntp.conf pointing to my ISP's three time servers. The laptop also has a line pointing to my 'server', as well as the two "standard" debian localhost-pointing lines, one saying "stratum 13". The server has the localhost lines, but the one with "stratum" I set to 10 instead of the default 13 - guessing based on the comments here. I spent about 15 minutes trawling through the html ntp-doc package, but got annoyed that I couldn't find answers quickly enough. The problem: My 'server', every 5 to 10 seconds jumps forward one second. Then five to 10 seconds later, it stops for one second (since it shouldn't have jumped forward, I'm guessing). Any ideas?
