perhaps you might see the same as i do if you temporarily move your .mozilla-thunderbird folder out of the way, and set up a new account.
Ouch! You're right. Fresh install ain't working for enigmail. You should file a bug report. Alex is very good with the fixes. (I've filed several reports on this package over time.)
