My suggestion above  assumes you use
tar cv -X /tmp/excludes -p --atime-preserve ./* -- | ...
                                            ^^^
instead of 
tar cv -X /tmp/excludes -p --atime-preserve * -- | ...
                                            ^

./* -> .  would work too.
