The Tcl history tells me that you are right in many cases. However, there are already binary extensions that can work with different Tcl/Tk versions (such as new canvas item types). Anyway, it is a design decision whether you allow to install extensions independent from the Tcl version or not and I guess that John will come up with a good solution (like in so many other cases before).
