In every program using gettext, .po files are converted to .mo files, which are distributed *with* the package (these .mo files are what programs really use, and they are usually in /usr/share/locale/*/LC_MESSAGES). Currently, Debian fileutils, textutils, shell-utils, and gettext (to name the ones I remember), have i18n support using GNU gettext. So, you won't have to compile anything yourself.
