Well, what I did is just download ppp.deb onto a DOS disk. Then before running dselect after rebooting into Debian for the first time, I just dpkg -i the PPP package and start PPP. dselect is perfectly capable of running very nicely in this setting. Just select FTP as the method, select update, select "selecT" if desired, and then go to Install.
