You should also have a line that says 'no-start-xdm' (yours probably says 'start-xdm'). It is this line that controls what happens at boot. The other line (no-xdm-start-server) declares that you can't start X via xdm from the console. You would think that this would also preclude booting with xdm, but they appear to be two seperate issues.
