I think you need to use 'make-kpkg buildpackage' to build all of the packages (image, source, headers, etc.) and get them GPG-signed. Similarly, if you have add-on modules, use 'make-kpkg modules' rather than modules-image. (ISTR that mini-dinstall insists that things be properly GPG-signed, in addition to having a .changes file.
