Where is fdformat, mkfs.[fat|vfat] ?

Hi, All

the fdformat was/is mentioned in the several
HOWTOs. Is there debian (hamm/slink) package
where i can find it?

Another question, is there mkfs.fat or mkfs.vfat
utility? I've found only mkfs.ext, minix and ext2
