Graphic Libs for WindowMaker 0.20.1

I have WindowMaker 0.20.1.  I cannot get the theme jpeg's to come up and
I get 'unsupported image' message when I try to open a theme.  What
graghic libraries to I need to get the jpeg backgrounds to come up?
