Use pppconfig to setup the file for your ISP. Give it a name, say File, then in shell do 'pon File'. You should hear click as your modem initializes. TO monitor the modem progress (connection, and such), use 'plog'
About sound card: You need to recompile kernel to include sound support. You get all the values from Windows, such as DMA/IRQ/etc. If it's a pnp card, you need to do some more work, such as isapnp together with kernel compilation.
