KDE is actually linked against the files from libjpegg6a (i.e. the libc6 stuff). So in this case - --force-depend would work. On the other hand, you could install libc5 version from http://www.debian.org/Packages/stable/oldlibs/libjpeg6a.html and keep dpkg happy by satisfying all of the dependencies...
