It is not icewm-gnome that restarts your processes. It is gnome-session which is usually the last command in .xsession. This handles many features such as sound settings, desktop settings, etc. Just take a look in Settings/Startup Programs from you gnome panel system menu. You could add all these system setting into your .xsession file and remove gnome-session, or I just usually shut down all processes running on each desktop before I shut down my X session.
