Hmm, maybe it is looking in the wrong place. The ii does mean that it is installed correctly.
Try "locate gtk-config" and then set GTK_CONFIG to the path to gtk-config (i.e., export GTK_CONFIG=<path>). On my system, it would be "export GTK_CONFIG=/usr/bin/gtk-config".
