typically this is turned on in the modem itself via AT commands, this particular behavior is usually modem-specific, so check your manual, if you dont have one you can look at http://www.firetrail.com/~aphro/atmodem.pdf which is a AT command set manual, couple hundred pages long. on an external USR sportster i have here having the modem echo commands is set via a dip switch.
