It happened to me when I first set up ntpdate a couple weeks ago. I *guessed* (caveat emptor) that the current system time was too far off for ntpdate to consider any of the received values plausible. So I used the ntpdate argument to just show results, not set the clock, then used date to set the clock more or less to the minute.
