Replying to my own message:

Forget it!  The problem turned out to be an install of the 'sniffit'
packet sniffer and monitoring tool.  It requires libpcap0 and that
conflicts with tcpdump, so tcpdump was removed.

Moral:  Read the apt-get messages before jumping to conclusions. :(
