Of course I have the kernel-source package installed, how could I compile a kernel if I hadn't? And the file is in the kernel source tree, but I don't think I'm supposed to copy it to /usr/include/linux. I thought the kernel compilation copies the file there if CONFIG_MODVERSIONS is enabled, no?
