mysql-server and GRANT CREATE TEMPORARY TABLES

Hello, 

using: mysql-server 3.23.49-8.2  (sid)

I'm trying to execute the command

        grant create temporary tables on ...

but it fails with 

ERROR 1064: You have an error in your SQL syntax near 'TEMPORARY TABLES on

Is this feature only available on mysql 4 ??
