I don't believe that this is true to anywhere near the extent frequently claimed. Moving from one architecture to multiple architectures certainly introduces a good deal more work; moving from 11 to 12 makes very little difference. You'll probably have seen comments about the extra architectures in woody having slowed things down, but that's because some of the infrastructure wasn't up to the task. That's been fixed now.
