Yes, if you created the site certificate with mod-ssl-makecert. During the process of creating the certificate, there's an option to add a passphrase. If you don't want to have to enter a password at each apache startup, then you don't want to add this passphrase. If you didn't create the certificate with mod-ssl-makecert, I'm not sure how to remove the password.
