rc3 is fine to install etch. Just remember to burn the cd as an iso image. Other wise you will not be able to boot with it.

My question is: If I install Etch, what Debian packages will there be available for this distro?

Try packages.debian.org to see what packages/versions are available in different distros.

Will I have to wait till these new testing Etch packages are made before I can install them?

No the packages are already compiled. All you need to do is download them and install them through apt-get or synaptic or aptitude or wajig...
