You're right, but I think you typed the opposite of what you meant.  It
SHOULD be swapping, because Linux by default swaps out unused programs to
free up RAM in case a new program (or some data) needs space.  The swapped
program is not removed from actual RAM, so if you call upon it there's no
additional delay.  Note that thus, RAM+swap is NOT always the amount of
"memory usage".
