Apache 1.3.xxxx What is the default user group that it uses

I am trying to get webdav working with my apache install 1.3.xxx.  When I create a folder I think that I need to make the apache group the owners of the folder and set security using httpasswd.  When I install apache with apt-get are any web groups created?   Thanks   Timgerr
