Sorry I don't have an answer. But I just got the same tablet and the mouse behaves as you describe. I'm using etch so I've never experienced the mouse working right... I haven't tried to fix it really because I'm trying to use the pen as a mouse substitute and I have another mouse attached if I really need it. But please let me know if you find a solution.
