Ah! This is interesting, considering that the upgrade to Etch eliminated hotplug. The actual upgrade process told me that udev supercedes hotplug and that hotplug should be purged, which I did. I understand the need for backwards compatibility, but this has made for a pretty big mess with the problem at hand. There are configuration files in /etc/modutils, /etc/modprobe.d, /etc/discover, /etc/discover-2.6, /etc/hotplug, /etc/udev and who knows where else. Is this being cleaned up in sid?
