I'm using Sid. Locales has disappeared and can't be installed, because it depends on glibc-2.5-1, which is not installable.
This is apparently a virtual package provided by libc6-udeb, libc6, libc6.1-udeb, and libc6.1. These are either unavailable or have in turn been replaced by other packages, which I installed, but I still cannot install locales.
