Doh. That was *exactly* the problem!
The following now does exactly what I need:
SUBSYSTEMS=="scsi", KERNEL=="sd?4", ATTRS{model}=="ZIP 100", \
NAME="%k", SYMLINK+="zip"
Thanks for spotting the obvious mistake, and thanks also to all the others
