Are you suggesting that using dhcp to get an ip address from the westell modem is illegal and cause for verizon to take some punitive action upon you and 'break your connection'? PPPOE is only needed if the westell is configured to not login/authenticate to the network. Otherwise, your linux box just needs dhcp and the westell needs to be setup to authenticate to the pppoe network by entering you credentials in its web interface.
