Unix networking was developed with BSD and was then imported by the other *nix in various ways. Then different *nix made automated scripts to do the networking setup and each puts its configs somewhere different. On debian, its /etc/hostname and /etc/network/interfaces. Its all well documented and hasn't changed in a long time.
