If I well understood, you have a Linux box at home with a limited Internet quota and a windows box somewhere else without quota ? If it is right, I think you could download from the unlimited access a DVD ISO to burn. You will use this as a source for sources.list. You will have a lot of other packages to install. If you only need the apache2-mpm-prefork package and its depends, there is a solution to get its dependencies tree, but I dont remember it (it can be used to draw graphwiz graph, look for the work graphviz in the apt-cache man page).
