Do you need user spece tool even now?

Why not use kernel module since you have new enough kernel and it comes
with modules for it.

I have /etc/modules:
speedstep_centrino
acpi_cpufreq
cpufreq_ondemand
#cpufreq_userspace
#cpufreq_conservative
#cpufreq_powersave

Since you have AMD, you may need to use powernow-k8 instead of
speedstep_centrino.
