  Probably the permissions of /var/mail, or one other directory
 higher up the chain are too strict.

  I suggest you become the www-data user and explore.  Execute something
 like this as root:

    su - www-data -s /bin/sh


  Then try to change to the appropriate directory and cat one of the
 mail files.
