"ctl_cyrusdb" is the program in charge of Cyrus databases (man 
ctl_cyrusdb) so I first would check that. Maybe something got wrong when 
you "migrated" the data from the old server to the new one.

P.S. I cannot see your "cyrus.conf" :-?
