To edit it of course! That's why many printers have prepress departments. PDFs were originally used in the publishing world exclusively. Many times designers make mistakes that need to be corrected before going on press or there are simply edits to be made to information that has changed prior to press time. It's done all the time! Same with CAD drawings that have to be annotated and signed off on, and or any document workflow where documents are "proofed" and annotated.
